Vehicle
Quota system (VQS), was introduced on 1 may 1990. It is to provide
a fair & effective mechanism to regulate vehicle population.
Under this system, quota of new vehicles allowed for registration
is pre-determined, to prevailing traffic condition
To
enourage car owners to replace thier car early, PARF scheme(Preferential
Additional Registration Fee scheme) was modified on 1 Nov 1990.
This benefit is used to offset ARF payable for registration of a
new car regardless of its engine capacity.
A
road tax surcharge introduced on 1 may 1990 on vehicle aged 10 years
& above.The purpose is to discourage old car age 10 years &
above.This surcharge was increased as below:
